The DFCC is published by Federal Defenders of San Diego, Inc. periodically.  The last edition, before the 2023 edition, was published in 2016.  Due to the tremendous time and commitment required by the authors to write the DFCC, it is not published annually.  The next edition will be available when time and resources allow.
